From 1946 to 1954, the Philippine government was faced with an
insurrection staged by the Hukbalahap (Huk), a guerilla organization based in central Luzon. In September, 1950, President
Quirino issued an Executive Order creating the National Peace Fund Commission
to raise funds from nation-wide voluntary contributions to finance a drive for the restoration of peace in the Philippines.
A set of three stamps (perforate and imperforate) was issued on March 31, 1951, promoting the Peace Fund Campaign.
