1950 Revalued Rizal Definitive

On September 20, 1950, two surcharged versions of  the 2c Rizal definitive stamps were issued, regular and official business. The stamps were revalued from 2c to 1 c to accommodate the introduction of the 5 c letter rate on October 1, 1950.

Overseas Mailers Ltd.

Overseas Mailers was established by U.S. stamp dealer Jay Leach in 1950. Leach drew, printed and hand painted  first day covers for many countries from the 1950s to the 1970s, and was one of the most prolific designers of Philippine first day covers during that period. His fondness for Philippine stamps was likely due to the fact that he had lived in the Philippines in the late 1940s.

In each cover, Leach supplied an insert with a dramatic write-up describing the stamp and the cachet.




 

Leach certainly had a flair for the written word and an ability to stretch the truth.
