1961 Macapagal - Pelaez Inauguration


Diosdado Macapagal , fifth president of the 3rd Republic, was inaugurated on December 30, 1961. To mark the occasion, the Bureau of Posts issued an overprinted stamp.

The Philippine Government Employees' Association was honoured with a set of stamps issued on December 9, 1961.

The Government Employees' Association emblem was included in the first day cancellation featuring an employing sitting next to a simmering volcano.

1961 Philippine Amateur Athletic Federation

The Philippine Amateur Athletic Federation (PAAF) was established in 1911. According to the Federation`s Handbook, the spirit behind the organization was to resolve the ongoing `menace of professionalism`and erosion in Philippine sports. U.S. Governor-General W. Cameron was its first president. The PAAF was abolished in 1974 as the Department of Youth and Sports Development became the nation`s sports authority.

The 1960 10c Air Force commemorative stamp was overprinted and surcharged to mark the 50th anniversary of the PAAF. The 10c Air Force stamp had earlier been recalled and invalidated because one million of the stamps had been stolen during transit.

1961 Colombo Plan 10th Anniversary

The Colombo Plan was an Asian economic development scheme conceived in 1950 at the British Commonwealth Foreign Ministers Meeting held in Colombo, Ceylon and launched on July 1, 1951. Membership included nations within South and Southeast Asia such as the Philippines  and countries outside the region such as Canada, the U.K., Australia, New Zealand and the United States. Aid consisted of financial assistance for national development projects , technical assistance and the provision of technical equipment.

On October 8, 1961, The Bureau of Posts issued a set of stamps printed by the Dutch firm Enschede to mark the 10th Anniversary of the Colombo Plan.
