Overseas Mailers Covers : Part I 1946 - 1960

Overseas Mailers Ltd. was established by John Barnard (Jay) Leach (1911-2003), a New York state resident, who designed and printed first day and event covers of dozens of countries from the early 1950s to 1976. In addition to his own covers, Leach also sold covers designed by others which he modified by hand-painting or adding art-work. Included with the covers were vivid descriptions of the stamps and cachets ("write-ups").

A hand- painted Overseas Mailers cover of the Philippine's "Miracle Rice" issue, June 12, 1969. Although this was a three-stamp set, Leach, as was his custom, placed single stamps on covers.


Leach's covers are extremely attractive. His own colourful designs capture the essence of the stamp's theme, and the covers designed by others which he modified are visually appealing. The modifications include added colouring and typically an added cachet, reminiscent of those produced by the Philippine Bureau of Posts.

Leach supplied inserts with write-ups describing the stamps and cachet. Early inserts were printed on coloured paper.

1960 Surcharges

On July 4, 1960, the 14th Anniversary of Philippine Independence, the Bureau of Posts issued three surcharged commemorative stamps.

1. 1950 Junior Chamber International

The 18c denomination was surcharged to 1c.




2.  1955 Rotary International

The 18c denomination was surcharged to 5c.




3. 1954 Centenary of Philippine Postage Stamps

The 18c denomination was surcharged to 10c.

1960 25th Anniversary of Philippines Air Force

On January 2, 1935, the Philippine Constabulary Air Corps was established to provide reconnaissance support for the Constabulary.In December, 1935, the Philippine Army was created. The Constabulary Air Corps became the Philippine Army Air Corps (PAAC). In 1947, the PAAC was renamed Philippine Air Force (PAF).

A set of airmail stamps was issued by the Bureau of Posts on May 2, 1960  to celebrate the 25th anniversary of the PAF. Shown on the stamps are the pre-WWII Curtiss JN-4D "Jenny" and the F-86F “Sabrejet” acquired by the PAF in 1957.
